In Chapter 10.2 “Video identification and ID copies” on page 67 of the activity report, the BayLDA points out that remote identification of persons can be carried out by means of online transmission.
Remote identification – a good alternative?
The PostIdent procedure and also other identification procedures with a media break have the disadvantage of a time delay and create problems for people with limited mobility. A media break is described as a change of medium within a processing procedure. Similarly, the use of the “electronic ID card” for online identification is not yet widespread in practice.
Due to the lack of practicability of these options, BaFin has designed a procedure for online video identification. If the procedure is used correctly, the identification requirements under financial services and money laundering law are met.
It is particularly important to obtain a declaration of consent from the person concerned, as the entire identification process as well as photos of the person and the associated identification document are recorded.
